OVERVIEW
DIVISION OF BIOSAFETY AND BIOSECURITY
The Division of Biosafety and Biosecurity (DBB) was borne of the NICD’s need for a dedicated team of biocontainment engineering and biorisk specialists to oversee and advance institutional biorisk management requirements.
DBB was established in 2008 to support the daily operation of the BSL4 Facility, and has since grown in size and stature to service the entire institute, greater NHLS and beyond. The Division now boasts of a highly skilled and dedicated team of biocontainment engineers and artisans, a biorisk management specialist and administrative support.
SEQUENCING CORE FACILITY
The Sequencing Core Facility was established in January 2016. The facility operates Sanger and several next-generation sequencers and maintains a fully equipped laboratory and staff able to perform a variety of sequencing applications. Services performed include sample preparation and data generation, followed by the delivery of partially analysed sequence information back to NICD centres
Global TB policies and guidelines are initiated through the World Health Organization (WHO) and their formulation has included representation from the CTB which assisted in developing these strategic documents.
CENTRE FOR QUALITY ASSURANCE
The NICD is committed to providing results on surveillance testing and outbreaks to the highest international standards. To this end, the NICD laboratories, including selected research laboratories, have been SANAS accredited in accordance with ISO 15189:2012. To further strengthen the provision of quality service, all support and non-laboratory departments are working towards ISO9001:2015 certification.
All Quality Systems Essentials are continuously being monitored and improved.
OBJECTIVES
DIVISION OF BIOSAFETY AND BIOSECURITY
The Division oversees the daily operation, maintenance, upgrading, (re)certification and development of the NICD’s high and maximum containment facilities (i.e. BSL3 and BSL4 facilities), in accordance with current local and international biosafety and biosecurity guidelines, regulations and best practices.
The Division champions the continual improvement of biosafety and biosecurity policy, procedure and implementation at the NICD in order to allow for compliance with national and international regulations as they may apply and in support of the Institutional Biosafety and Biosecurity Committee’s (IBBC) initiatives.
SEQUENCING CORE FACILITY
The Sequencing Core Facility provides accurate, high quality and cost-effective sequencing solutions. Applications supported include:
- Targeted or Amplicon Sequencing;
- 16S or ITS Metagenomics;
- Whole Genome Sequencing; and
- Transcriptome sequencing or RNA-Seq.

Mr Zibusiso Masuku has led the Division of Biosafety and Biosecurity since its inception. He is an Industrial Engineer by training who has developed into a biocontainment engineering specialist. He Chairs the Institutional Biosafety and Biosecurity Committee (IBBC), championing the NICD’s compliance with biorisk management legislation.
He serves as the NICD project lead on a number of projects which include, but not limited to the BSL4 Facility upgrade related projects; CEZPD/SVPL BSL3 Facility upgrade; NICD Regional Diagnostics Demonstration Centre; and the NIOH construction of a BSL3 Environment room for aerosolised MTB experimentation.

SEQUENCING CORE FACILITY
Dr Arshad Ismail is the head of the NICD Sequencing Core Facility. Prior to moving to NICD, Dr Ismail spent seven years at a private biotechnology company, Inqaba Biotec (PTY) Ltd as the Next- generation sequencing (NGS) Manager.
Through his tenure at Inqaba Biotec he established various NGS applications across different platforms, providing specific solutions in the NGS business environment. Since 2014, he has been employed at NICD as a Medical Scientist heading the Sequencing Core Facility. In this position he has played a vital role in developing NGS solutions for research and surveillance activities at the NICD. These include TB and HIV drug resistance surveillance, HIV antibody research, vaccine epitope identification, molecular epidemiology, viral zoonosis studies and outbreak response
